On Safety mode players can expect to take significantly less damage from enemies compared to when playing on harder modes such as Normal or above. Conversely speaking safety also means that your party will deal out much more damage per hit which makes up for this imbalance somewhat.

In terms of raw stats there isn't too great a difference between each level - however once you reach certain points in the game (usually around mid-point) things start getting really interesting... For example; If I'm playing on Safety and let my party members spam their strongest attacks without stopping then even boss battles become almost trivial affairs! On Hard mode though? Forget about it. You'll need to be constantly micromanaging your party's actions just so they don't get pummeled into oblivion by the first tough foe you encounter.
